In Filer’s UFO Files #1, the first for the year 2010, the Eastern Regional Director of the Mutual UFO Network (MUFON), George Filer continues his examination of the exopolitical movements towards disclosure. In this report, Filer places strong emphasis on President Barack Obama’s new Declassification Executive Order issued on December 29 as a key pointer towards the revelation and full disclosure of the extraterrestrial presence.

Apparently the official announcement by the Obama administration disclosing the reality of extraterrestrial life is being delayed or scrapped as other events are more vital. It appears senior administration officials feel the announcement could have a detrimental effect on the president’s popularity at a critical time. The safest method of announcing extraterrestrial life is to have a group of nations, scientists, or world leaders announce the news together. The United Nations meetings held during February 12-14, 2008, behind closed doors with thirty nations secretly agreed on a new openness policy on UFOs and extraterrestrial life in 2009. The openness policy was implemented but never publicly announced. Announcements have been made that water and the building blocks of life have been found on both the Moon and Mars. New images from Mars and the Moon show structures and the likelihood of life on distance planets has been openly discussed. UFOs continue to appear around the world in increasing numbers with improve images available to the public. The Nobel Peace Prize was an vital step in giving global legitimacy to President Obama on December 10, 2009 in Oslo, Norway; and there were hints he was going to a startling disclosure announcement but this did not occur. The supposition that not all ET visitors are friendly may have stopped the announcement and led to a new declassification executive order.

President Obama declared on December 29, 2009, in an executive order that “no information may remain classified indefinitely” as part of a sweeping overhaul of the executive branch’s system for protecting classified national security information. We assume this includes UFO documentation. He also established a new National Declassification Center at the National Archives to speed the process of declassifying historical documents by centralizing their review. He set a four-year deadline for processing a 400-million-page backlog of such records. A presidential memorandum was sent stating: “Agency heads shall complete on a periodic basis a comprehensive review of the agency’s classification guidance, particularly classification guides, to ensure the guidance reflects current circumstances and to identify classified information that no longer requires protection and can be declassified. - Filer’s Files #01 – 2009, National UFO Center.

Follow the water. It is becoming quite clear that the process leading up to the revelation and full disclosure of the extraterrestrial presence is focused on water. Water is a fundamental requirement of living systems and constitutes a very vital part of the conceptual framework of astrobiology – the science that examines the origins, evolution and future of life in the universe.

The first step in this process was NASA’s announcement that a significant amount of water was found on the Moon following the LCROSS bombing mission earlier this year. According to NASA, the LCROSS rocket had blasted a crater in the south pole of the lunar surface making a hole significant enough to generate plumes of lunar deposits that included at least 24 gallons of water.

That was November, now NASA trains its sights on Mars with the aid of the Spirit Rover.

Although the physical, chemical and geological properties of the red planet has not been fully understood, it has been theorized that life once exist there eons ago. This was based on evidence of bacteria shaped objects and organic chemical molecules found in the Martian meteorite ALH84001, collected in Antarctica in 1996.

Earlier this year, NASA announced the detection of methane in the atmosphere of Mars, indicating some form of biological existence or process. Methane, CH4, is a chemical compound composed of one carbon atom and four hydrogen atoms. It is one of the most common gases in the universe, as well as on Earth.

“Methane is quickly ruined in the Martian atmosphere in a variety of ways, so our discovery of substantial plumes of methane in the northern hemisphere of Mars in 2003 indicates some ongoing process is releasing the gas. Right now, we dont have enough information to tell if biology or geology — or both — is producing the methane on Mars. If microscopic Martian life is producing the methane, it likely resides far below the surface, where it’s still warm enough for liquid water to exist. Liquid water, as well as energy sources and a supply of carbon, are necessary for all known forms of life. – Dr. Michael Mumma of NASA’s Goddard Space Flight Center.

Sometime last week a research team at Johnson Space Centre in Houston announced that they had found compelling evidence yet that Mars once harboured bacterial life. This was based on the re-examination of the Martian meteorite found in ‘96.

The team says that microscopic crystals found in the rock are nearly certainly fossilised bacteria that have many characteristics in common with bacteria found on Earth. “The evidence supporting the possibility of past life on Mars has been slowly building up during the past decade,” said David McKay, Nasa chief scientist for exploration and astrobiology. “This evidence includes signs of past surface water including remains of rivers, lakes and possibly oceans and signs of current water near or at the surface.” – The London Telegraph.

Now, under the banner Sandtrapped Rover Makes A Huge Discovery, NASA is announcing today that the Spirit Rover found iron hydroxide, a mineral that forms in the presence of water on Mars:

“The rover’s spinning wheels have broken through a crust, and we’ve found something supremely fascinating in the disturbed soil,” says Ray Arvidson of the Washington University in St. Louis… From the beginning, the rovers’ motto has been “follow the water.” Both rovers have been searching Mars for minerals formed in the presence of H2O. Mars appears dry today, but minerals can provide clues that water was once there. “It’s been simple for Opportunity to find such minerals,” clarifies Arvidson. “Opportunity landed in an ancient lake bed. Spirit has had to work much harder. Spirit landed in basaltic plains formed by lava flows chewed up by repeated meteoroid impacts. There’s been small evidence of anything that was ever very wet.” But when Spirit reached an area of Mars called the “Columbia Hills,” the whole complexion of the mission changed. “Spirit came across iron hydroxide, a mineral that forms in the presence of water. That alerted us to the change. We started coming across more and more rocks formed in the presence of water.”

Then Spirit got stuck in a patch of loose soil on the edge of a small crater. “Spirit had to get stuck to make its next discovery,” says Arvidson. As the rover tried to break free, its wheels started to churn up the soil, uncovering sulfates underneath. “Sulfates are minerals just beneath the surface that shout to us that they were formed in steam vents, since steam has sulfur in it. Steam is associated with hydrothermal activity – evidence of water-charged explosive volcanism. Such areas could have once supported life. And most amazingly, the boundary between the sulfate-rich soil and the soil with just the generic concentration of sulfates runs right down the middle of the stranded rover. Spirit is lodged on the edge of a crater — sitting astride the boundary!”

“Also, the robot found that the top of the sulfate material is crusty. Ancient sulfates probably formed this crust as they were processed by variations in climate associated with changes in Mars’ orbit over millions of years.” Here’s what the scientists reckon: When a Martian pole faces the sun in Martian summer, it gets warmer at that pole and the water ice shifts to the equator. It even snows there! Warm dark soil under the snow causes the bottom layer of snow to melt. The water trickles into the sulfates, dissolving the water-soluble iron sulfates and forming a crust with the calcium sulfates remaining. – NASA.

In the latest update to his blog, Dark Mission, researcher and author on NASA, Mike Bara examines the latest revelations that Mars once had a large ocean:

A new paper to be published in the latest edition of the Journal of Geophysical Research says that Mars once had a vast Northern ocean, exactly along the lines Richard and I described in our Mars Tidal Model paper in 2001. The research, led by Wei Luo of Northern Illinois University, shows that Mars’ valley networks are much more extensive than previously thought, and this strongly implies that they were carved by the flow of water from an ancient ocean in the Northern lowlands. Where our two theories differ of course is in not just the time frame, but the source of these valley networks. Luo, like all mainstream geologists, assumes that this vast ocean must have existed in Mars’ ancient past, at least 2 billion years ago. Our model says it was much more recent than that, anywhere from 65 million to perhaps 2 million years ago.

We also differ in our models as to the source of this Northern ocean. In the MTM, the ocean was really centered around 2 anti-podal locations on the Tharsis and Arabia bulges, with Olympus Mons towering over the largest of these two tidally locked water masses and with Vallis Marineris being carved from a tidal bore between these two enormous bodies of water. When the tidal lock was suddenly broken by the violent destruction of Planet V, the parent planet around which Mars once orbited, all of this water suddenly broke loose and flowed downhill into the Northern and Southern lowlands. The southern ocean was quickly covered up or evaporated under the bombardment of debris from the ruined Planet V, while the outflows to the North scoured the Martian surface and deposited the remaining water in the new Northern lowlands, where it froze solid over the next several decades. In this model, the channels were carved very rapidly by the catastrophic flow of the tidal locked oceans into these lower regions.

     According to a new report circulating on the Internet, full disclosure about UFOs is at hand. On November 27, 2009, President Barack Obama will tell the world all that the United States knows about UFOs. Many believe that this means he will tell the world that alien spacecraft have been visiting Earth for decades, if not centuries or longer.

Why don’t I believe this?

Because such rumors have been reported before. Many times before. Although such a possible disclosure might have been announced earlier, it seems that one of the first, if not first rumors about disclosure came with the release, in 1951, of The Day the Earth Stood Still (please note here I’m referring to the 1951 classic and not the recent remake). The thought was that the movie was the first step in telling the public about flying saucers. It presented a benevolent space traveler here to warn us about our warlike ways.

Of course there was no disclosure.

Another suggested attempt was the Air Force sponsored scientific study of UFOs at the University of Colorado, also known as the Condon Committee. Some speculated that full disclosure would come at the end of the study. Those poor, misguided people didn’t know that the whole thing was a set up with a goal of getting the Air Force out of the UFO investigation business. At the end, there was no disclosure, just the closure of the Air Force project to investigate them.

There was another supposed event, this one apparently coordinated around the country with UFO researchers told to be available to the local media to answer questions about the alien visitors.

Of course there was no disclosure.

But a history of fake rumors (can there be a right rumor?) doesn’t mean this latest attempt will be the same as all those others. According to Dave Wilcox, he heard from Bill Ryan of Project Camelot that this would happen on November 27. But he cautioned that too much advance publicity would kill the announcement.

In other words, the prediction that there will be disclosure has been superceded by another prediction about why it won’t happen. Now, when November 27 passes without a word from the White House or the President, all those who claimed there would be disclosure can tell us that all our talking about it scuttled the announcement. It’s our fault for mentioning any of this in a public place. Nothing like being able to have it both ways.

There will be no announcement on November 27. I don’t know how these rumors get started, but once they do, many jump on the bandwagon. In the end, it just makes everyone look silly because we’re all lumped together with no gradations in what we accept as right and what we know to be fake.

When November 27 comes and passes without the announcement, remember, I told you so about a month earlier.

“All Roads Lead To Rome!”

Whether or not, disclosure of the extraterrestrial presence occurs on either November 17th or 27th, of this year, the process leading towards the inevitable revelation is speeding up at an accelerated rate. On Sunday, we learned that the Vatican had called in expert astrobiologists and astronomers to not only study the possibility and implications of extraterrestrial life, but to make preparations for it.

News reaching the ALIEN Project today, is that a Member of the European Parliament (MEP) and leader of Italy’s Northern League party Mario Borghezio is pressing ahead for full disclosure of classified UFO and alien documents in the European Parliament.

It is now that we hear about the initiative by Mr Mario Borghezio,… MEP, to make a “European commission on UFOs” in the European Parliament. The Honorable Borghezio will fight for the declassification [of] UFOs in all countries, including Italy. - Central UFO Taranto (CUT).

News reaching the ALIEN Project today, is that a Member of the European Parliament (MEP) and leader of Italy’s Northern League party Mario Borghezio is pressing ahead for full disclosure of classified UFO and alien documents in the European Parliament.
